Florida issued 10,832 real estate sales associate licences between October 2024 and March 2025. All of them came up for their first renewal on 30 September 2026. In the state's licence file of 5 October 2026, 2,148 of them (19.8%) are no longer there.

How we noticed

We publish a monthly index of new real estate licences from the public licence files of Texas, Florida and California. When we loaded Florida's file on 5 October, it showed fewer licences issued in late 2024 than the file we had pulled on 30 September. An issue date does not change, so licences had left the file. Until then our method note said that Florida keeps lapsed licences in its file. For this group that was wrong, and we have corrected the index.

The drop sits in exactly six issue months.

Licences issued from October 2024 to March 2025 lost 19.8% in five days. Licences issued in September 2024 and from April to September 2025 lost 0.09% over the same days (11 of 12,731).

Why those six months

In the Florida file a sales licence expires on 31 March or 30 September. A licence issued between October 2024 and March 2025 got 30 September 2026 as its first expiry date.

Section 475.17(3) of the Florida Statutes lets the Florida Real Estate Commission require a postlicensure course of up to 45 classroom hours before the first renewal. It says the licence of a sales associate who does not complete the course before that renewal "shall be considered null and void". To work as a sales associate again, that person has to take the prelicensure course again and pass the state exam again.

The file has no status for a void licence, so we cannot see the reason for any single one. We see 2,148 licences leave the file in the five days around the deadline, nearly all from the six issue months whose first renewal fell on that date, and we read that as the void rule being applied.

Renewed, lapsed, gone

Outcome on 5 October Licences Share of the 10,832
Renewed, new expiry in 2028 8,118 74.9%
Not renewed, still in the file with the 2026 expiry 566 5.2%
No longer in the file 2,148 19.8%

Source: ProfessionLens, October 2026.

Of the 566 that stayed without renewing, 553 are marked "Invol Inactive". Add them to the 2,148 and one in four of these licences (25.1%) did not get through the first renewal.

The part we did not expect

We assumed the drop would be new agents at brokerages who never got round to the course. Most of it is somewhere else.

From the 30 September file we had kept the licence numbers that were "Current, Active" on that day. Florida issues the numbers in sequence: the licences of this group that are still on file run from SL3621263 to SL3632861, with no sales licence from any other issue month in between. That lets us place the active numbers that vanished.

Status on 30 September Licences Renewed Still in the file, not renewed Left the file
Current, Active 7,856 85.1% 4.1% 10.8%
Any other status 2,976 48.1% 8.1% 43.8%

Source: ProfessionLens, October 2026.

The licences that were not active five days before the deadline are 27.5% of the group and 60.6% of the ones that left the file (1,302 of 2,148).

Then we compared the active ones with older licences. 50,283 sales licences issued before October 2024 or after March 2025 were active on 30 September, were due the same day and are still in the file. 13.9% of them were not renewed by 5 October. Among the first-renewal licences that were active, 14.9% were not renewed or had left the file. We had expected a much wider gap than one percentage point.

What differs is where the licence ends up. An older licence that misses the renewal stays in the file, and the void rule in section 475.17(3) covers the first renewal only. Of the 1,170 active first-renewal licences that did not renew, 846 are out of the file.

What we cannot see yet

Our first copy of the Florida file is from 30 September 2026. Licences issued from April to September 2024 had their first renewal on 31 March 2026, before we kept any file, so we cannot count what that group lost.

The 5 October file is five days after the deadline. The 566 lapsed licences can still change, and section 475.17(5) allows six more months for the course in cases of physical hardship, so the counts may move in later files.

These are counts of licences. Someone whose licence was voided can qualify again under the statute, and we would not connect the new licence to the old one.

Licences issued from April to September 2025 come up for their first renewal on 31 March 2027. We keep every monthly file now and will run the same count then.

How we counted

Florida's Department of Business and Professional Regulation publishes the real estate licence file as a download. We used the rows with licence type "SL Sales Associate" and grouped them by original licence date. The 30 September counts per issue month and the list of active licence numbers come from the September edition of our index; the 5 October file gives each licence's status and expiry date. "Renewed" means the expiry date now falls in 2028. The script is tools/report_fl_first_renewal_facts.py and the three tables are in the data folder for this post.
